The Pakistan Accelerated Vehicle Electrification (PAVE) Program is one of the most significant federal government initiatives of 2026 — and it needs a team to run it. A total subsidy of Rs. 100.36 billion will be provided over five years until 2030 for electric bikes, rickshaws, loaders, cars, buses, and trucks. Subsidies of up to Rs. 80,000 per electric bike are being transferred directly to approved applicants through the State Bank of Pakistan. Managing a program of this financial scale and technical complexity requires specialist staff — and the Engineering Development Board (EDB) is now hiring that team.
A Rs. 9.0 billion package was approved for FY2025–26 by the Economic Coordination Committee of the federal cabinet, with the overall target of 119,170 vehicles, including 116,000 electric bikes and 3,170 rickshaws and loaders. The Engineering Development Board will transfer subsidies directly to OEMs via the State Bank of Pakistan upon verification of delivery and registration.
The EDB has announced 15 contract positions for the PAVE Program implementation team — ranging from a senior Project Manager (age 35–65, requiring 10–12 years of experience) to Assistants at the entry level. Specialists in finance, banking, audit, monitoring and evaluation, IT, and procurement are all being recruited. All posts are based in Islamabad with nationwide visits where required. The PAVE program was established under the NEV Policy 2025–30, approved by the Federal Cabinet on August 26, 2025. The policy’s stated goal is for 30 per cent of all new vehicles sold in Pakistan by 2030 to be electric, rising to 50 per cent by 2040. The Engineering Development Board (EDB), operating under the Ministry of Industries and Production, leads implementation and coordinates with approved local manufacturers.
According to official projections, a complete shift to electric two- and three-wheelers is estimated to save Rs. 290 billion per year in fuel imports alone. The subsidy process has been revised — instead of upfront full payment, buyers will now pay the net price after subsidy deduction, while EDB will transfer subsidies directly to OEMs via the State Bank of Pakistan upon verification of delivery and registration.
The EDB is a federal public sector organisation working under the Ministry of Industries and Production. For the PAVE Program specifically, EDB is working in close coordination with the Ministry of Industries and Production, State Bank, Punjab Information Technology Board, NADRA, participating banks, and approved original equipment manufacturers to ensure robust digital verification, transparency, and timely release of subsidies.

The Financial and Banking Specialists manage the subsidy disbursement pipeline — working with partner banks, verifying financing approvals, and coordinating with the State Bank of Pakistan to ensure that subsidy transfers reach OEMs correctly and on time. The scheme now includes institutional financing, housing-linked public-private partnerships, overseas Pakistanis holding NICOP/POC, SECP-registered NBFCs, and fleet operators — creating a multi-channel financial coordination challenge that requires genuine banking and SME lending expertise.
The M&E Specialists and Assistants track program delivery against targets — monitoring how many vehicles have been delivered, verified, and registered; how subsidy disbursements are tracking against budget; and whether program impacts are being measured correctly. With targets of over 119,000 vehicles in FY2025–26 alone, the monitoring data volumes are significant.
The IT Specialist manages the digital platform supporting the PAVE scheme. A mandatory 100% third-party verification system has been replaced with a risk-based verification model, using biometric checks, photographic evidence, and digital validation through the programme portal — all of which requires MIS and database system management at scale.
The Project Manager coordinates all of the above across multiple government institutions, OEMs, banks, and provincial partners. The 10–12 years of experience requirement and the wide age range (35–65) signal that EDB is looking for someone with mature program management experience — possibly including people who have led similar large-scale incentive schemes in Pakistan’s public sector.
